First do no harm. The 2007 energy bill has put us on the right path. Moving toward more renewable energy from domestic sources like corn, grasses and cellulose is a farsighted and appropriate approach. Let’s not imperil our best near-term alternative to imported petroleum. And the farm bill Congress passed last year could use some tweaking – for example, to give farmers a stronger safety net when they need help and less support when they don’t. But the fact is that the farm bill is really more a food bill these days. More than $200 billion of the bill’s $300 billion in federal expenditures over its five-year life are for food stamps and other food programs for the poor, which is why so many urban legislators vote for the bill. Only $35 billion goes to farm support programs.
